Rule Governing Conferral of Awards and Graduation

Section 1 - Introduction

(1) This Rule is made by the Council under section 29 of the Act.

(2) The Rule prescribes the criteria for Conferral of Awards, Testamurs and Academic Transcripts, and the arrangements for the holding of Graduation Ceremonies.

Section 2 - Rule

Eligibility to Proceed to Conferral

(3) A student is a qualified student when they have satisfied the requirements of a particular program unless:

  1. the student is indebted to the University; or
  2. an allegation of student misconduct has been made against the student.

(4) A student referred to under section 3(a) or (b) will not be eligible to be a qualified student until their debts are cleared or the allegation of student misconduct is resolved.

(5) For coursework programs, the Academic Registrar will ensure that program completions are recorded in the student records system for those students who have met the requirements of their program.

(6) For research programs, the Dean of Graduate Research will ensure that program completions are recorded in the student records system for those students who have met the requirements of their program.

(7) The Deputy Vice-Chancellor (Academic) will inform the Academic Registrar of any qualified students against whom an allegation of student misconduct has been made for the purposes of this rule.

Conferring an Award

(8) By this rule, the Council delegates authority in accordance with section 16(1)(a) of the Act for the conferral of awards on qualified students to the Vice-Chancellor together with the President of Academic Senate.

(9) The Academic Registrar will prepare a monthly list of qualified students for the Vice-Chancellor and President of Academic Senate to authorise conferral of the relevant award on each qualified student in the subsequent month.

(10) Upon conferring the relevant award upon a qualified student, the qualified student becomes a graduate.

Graduation Ceremonies

(11) Graduates will be invited to attend a graduation ceremony.

(12) The Vice-Chancellor approves the dates and locations of each graduation ceremony on the recommendation of the Deputy Vice-Chancellor (Academic).

(13) The Chancellor, or another person appointed by the Council, is the presiding officer at the graduation ceremony.

(14) Graduates can choose to attend the graduation ceremony, defer attendance to a future graduation ceremony or receive their testamur and academic transcript by mail if they cannot, or do not wish to, attend a graduation ceremony.

Academic Transcripts and Testamurs issued at Graduation Ceremonies

(15) Graduates who elect to attend a graduation ceremony will receive:

  1. a copy of their academic transcript;
  2. their testamur, unless they have requested an early release of testamur and the prescribed fee has been paid or waived.

(16) Graduates who received their testamur before attending a graduation ceremony will receive a copy of their academic transcript and a certificate of participation.

Replacement Testamurs and Academic Transcripts

(17) A lost or destroyed testamur can be replaced upon application and where the prescribed fee has been paid or waived.

(18) Additional copies of academic transcripts are available upon request with payment of the prescribed fee.

Ratification of Awards

(19) The names of all graduates and the awards conferred will be presented annually to the Academic Senate by the Academic Registrar for ratification and will be reported to the Council by the President Academic Senate.

Revoking an Award

(20) The Vice-Chancellor may recommend to the Council that an award that has been conferred on a graduate should be revoked.

(21) The University reserves the right to revoke any award awarded to a graduate if it is later determined that the graduate engaged in student misconduct.

(22) When an award has been revoked, the graduate must return the testamur to the University.
